BID Formation

(December 2005- December 2008)

There were 12 steps the steering committee had to follow in order to form the FAB Alliance BID

 1: Contact SBS

  •   In 2004, the New York City Department of Small Business Services (DSBS) formally granted approval to begin the BID planning process

2: Determine Feasibility

  • In 2004, the Fulton Business (FAB) Association approved moving forward with the formation of a BID along Fulton Street
  • In 2005, BID steering committee was formed incorporating the FAB Association members, property owners, nonprofits  and residents along the strip

3: Form Steering Committee

  • The steering committee consisted of 25 local stakeholders with various experiences.

4: Hold Initial Committee Meeting

  • In 2005, the first initial BID steering committee meeting was held

5: Develop Database of Property Owners 

 

6: Conduct Needs Assessment Survey

  • Throughout 2005, an extensive database of property owners fronting Fulton Street, Layfayette, Greene and Putnam Avenues was established
  • In 2005, nearly 200 BID surveys were collected from property owners, merchants and residents fronting Fulton Street, Layfayette, Greene and Putnam Avenues

7: Draft District Plan

  • In April 2008, the BID District plan was approved by the Department of Small Business Services

8: Send Informational Mailing

  • In December 2005, a BID Bash Launch was hosted at Crunch Gym. Over 200 stakeholders including elected officials attended.
  • Winter 2006 – Spring of 2006, 12 informational meetings to help inform property owners, merchants and residents fronting Fulton Street, Layfayette, Greene and Putnam Avenues were held.

9: Hold First Public Meeting

  • In Spring 2006, 2 public meetings were held. One in the evening at Bethel Seven Day Adventist Church and the second at Lafayette Presbyterian Church in the morning. The general public-at-large was invited and attended.

10: Hold Subsequent Public Meetings

BID Bash Kick-Off Celebration: Held on December 8th 2005, over 200 stakeholders attended

  • Feb 22, 2006: Morning & Evening Session Held
  • Feb 23, 2006: Morning & Evening Session Held

  • Mar 3, 2006: Morning & Evening Session Held
2 Official Public Hearings were held; certified notices were mailed to property owners fronting Fulton Street, Layfayette, Greene and Putnam Avenues
  • Public meeting: Held on September 26, 2006
  • Public meeting: Held on December 6, 2007
3 Official Review Hearings were held by:
  • Brooklyn Community Board 2
  • NYC Department of City Planning
  • New York City Council

11: Document Results

  • 8 certified mailings to property owners, merchants and residents fronting Fulton Street, Layfayette, Greene and Putnam Avenues were sent throughout the course of two years, in the beginning of 2006 through the end of 2007

12: Legislative Approval

  • December 2008 FAB Alliance was sign into law by Mayor Bloomberg
